Support tier list Patch 11.16

can lillia join c tier or B tier, ive been messing with it and shes incredibly good with shurelias or moonstone, her laning is weak till 6 but dmg is always high and anti engage with w one shotting a leona sometimes, poke with e is good but inconsistent due to 18s cd. lategame shes like neeko jumping in Q then r 3 or 4 people then shurelias for the team and run back. never gonna be meta but underrated now that she has been balanced quite well her regen is good. biggest pro is having lillia as a champ while still having a good ganking jungler since shes so good at 2 items.

Could you also find a spot for vel'koz? He seem to be missing from your list.
