This is a tier list of supports in around a Bronze to Silver rating. Most, if not all, of the champions seen here, have been played at support at some point. I compiled a lot of it off of my own experiences, both from playing these champions and playing against them.

Best supports
These are some of the best supports right now, as of patch 7.24. They're good in the current circumstances, above and beyond other picks.

Almost best supports
Should be more like Tier 1.5: These supports are better than average but not quite Tier 1.

Solid supports
These are supports that work right now -- they do what they are supposed to do and do it pretty well.

Off-Meta
Despite having viability at support, these champions really aren't that great, for various reasons.
