"well obv it's a plus if you don't get interrupted, but you should never rely on getting the full channel.
The slow is more reliable than the damage, and is the major part of the spell IMO

He's fine lategame, people just play him badly. His ult is SUPPOSED to get interuppted, it's basically a taunt to get everyone to burn their cc on you.
