"I think you underestimate a good Vel'Koz's ability to catch out mages such as Xerath from long range. He has higher damage output early and will eventually catch Xerath unless he's only farming with abilties. This means that Vel'Koz can be aggressive enough to zone Xerath from farm or have kill pres"
