The reason people max Q first is because it does a fuckton of damage (without needing many items. also, mana cost lowers at each level up where E increases in mana cost) and his basic attacks will slow the tar"

It's just a load of oversized green horse poo when that bastard can still 4-hit me despite my Thornmail, Frozen Heart, and Warmog's Armor when he has 0 Armor Pen (except masteries, I have checked).
