"As already stated: If it's a hard CC like stun/silence/suppression no you cannot use it. But if you're slowed or blinded you can't use it.
I would like to however bring up the fact that it's great to use with champions with AoE ults like Kennen or Morgana, but emphasize that champions like Malzah"
