Posted a Comment: "It uses the flat value as a base, and then adds the percentage on top of that value to get the combined total damage increase. It does not increase olaf's base damage, but the base damage of the skill is added to his damage. So no, it will not give a higher damage sheen proc. Unfortunately. :/"
