It's too early in the morning still to work the numbers but:
basically it has to do with when the scaling runes beat the flat runes. Scaling AP glyphs (blues) pass flat glyphs around lvl 6 or so....

Personally, I enjoy the troll-y champs (Heim, Teemo, etc.) and then dominating.
The reason it works for me is becuz i like playing the champs that are less used and making people frustrated at...

I would say he's still good, he's more balanced now (not OP), which is probably why he's lower on the tier lists.
