Because they have 2 AP spells doesn't mean anything.
Hecarim is a good example: He uses his ulti for movement and CC and his lifeleech aura is just that.
Champs like Yi and Sion proofed that they can do well on both, at least in certain situations/combinations.

"Hybrid" is now considered with Pure AP and some AS but someone who truly builds best on AD + AP and will rival pure AD or AP with it... nope.

For items, Amp Tome could be replaced by Kindlegem, Tome and a Meki Pen.

Nvm, Singed is excluded from this discussion imo. FH always over RO, you can get both if you want though.
RO and FH fulfill similar rolls, you should pick FH if you need mana/cdr and RO if you need a slow."
