If anything, the main reason they might hesitate to make a skin like this is because it looks drastically different from Syndra's classic skin and might be a little confusing for newer players. They don't want skins to make champions look so different that they're unrecognizable. I still think this wouldn't be outside the realm of possibility though, looks pretty cool.
