Posted a Comment: "because it's not optimal. you delay IE or runaans, which are always better. twitch is a bursty ADC but it still doesn't justify going collector 2nd, lethality is not an optimal stat compared to the crit amp from IE. the only point of twitch builds is to max your damage output "
