"Actually with armor vrs phys champs and mr vrs mgc dmg champs, at level 6 blitz can 1v1 almost anything, it's pretty insane actually.
Getting to 6 and farming up enough resistances is the problem."

If you play him top, I would start with Philo/Hog and then build full defensive items for a while.
Glacial shroud vrs Phys.
HexDrinker vrs AP.
Then pick up a sheen and finish off Frozen Heart and Trinity Force.
