RoA is not bad, however it's also not the hardest tank gear for Singed, which is how I play him, and how feel he is optimally played.

"Lol? What champion are you talking about when you say, "there's no way to fight him." Because it can't be GP.
GP's easy to kill and his damage generally happens all at once or not at all.
He can't 1v1 as well as the majority of duelists, so if he gets caught by one he usually dies,"

"You're completely wrong.
Buff duration includes blue buff and Baron buff.
He uses both of those buffs incredibly well, and gets more out of 30% increased duration than most other masteries available. "
