"I was thinking Cho and Swain, but Galio also exists. All niche, but Swain and Galio specifically were design to soak damage.
Also Kassadin has had tanky phases."

I think it depends on the laners. Bard can work vs poke botlanes, he's just really bad versus all ins because, well, they all in your carry as soon as you step out.
People could try laneswapping with him though,"

"Yeah botlane is usually easier to gank early game. But also, coordinating with your support helps a lot (they usually pay more attention to what's warded), and I find that laneganking is also very effective. The harders champ to gank by far is janna, specially post-6, but they're all doable.
