"I'm terrible at the CS timer and it also depends on how much you roamed and how effective the roam was.
noxious blast is like lay waste, just practice it, if you get it in a well-thought direction even if it doesn't hit you may deny cs."

Anyway, they undid a lot of thing. One that passed is that they're reducing syndra's scatter the weak CD at higher ranks down to 12 seconds, besides the ult gaining 75 range at rank 3.
It also seems like they really wanna increase Archangel's build "
