"i dont really agree with ur build, ur saying final build will be 15% cooldown, but with masteries will be 30% and with ultimate will be a max of 40% (50 if 40 wasnt the max). so boots os lucidity not a good choice, cause u will exceed the max of cooldown reduction. boots for magic pen will always be"
