I doubt it applies the damage twice, though both the knockback and stun seems to be possible.

"That it builds from Avarice Blade is in fact a huge downside. Getting blade in lane generally screws your laning phase because it only grants Crit Chance. Additionally, the fact that it became a passive means that AD casters can no longer use it effectively.
