"That seems the reason for it yes. Machedpotatoe even said that this build has no end game value because you have a defensive item like Frozen Heart in it...

"It makes a major difference in masteries in runes. It allows you, for example for ap mid, to get both the full offence tree and Runic Affinity. Also the last Quint in your rune page can really add up."
