"I use Phase Rush runes that's why I'm asking about Celerity or Absolute Focus and I have dilemma between this. (with evo Q first)

2. Is there any sense to evolve Q first than R on Phase Rush of runes? I tried on my elo and it is very effective (more than electrocute)
