21-9-0 doesn't allow for exp gain. Because your route is wolves>smite blue wraith/wraiths>golems>recall>blue buff(smite)>wolves>wraiths>golems>red buff(smite).
Wouldn't allow for a lvl 5. And the 15% buff duration is awesome on a jungler."
