"Its for early CDR before you hit the cap. Masteries are almost all worthless later on so it doesn't matter that much that the CDR is useless later."

"I remember being like 3 games from plat then losing like 18 out of 20. I knew some were my fault but I was too angry and was on tilt, and I just kept losing and losing. Terrible experience."
