You're wrong. The enemy thrown must be a champion for stun. I tried a lot, and it's mentionned in the spell description."

I tried with your full stuff and this Shen is very strong in teamfight.
Just one thing, I saw lot of challenger (Shen main) who used Overgrowth instead of Revitalize and these persons bought Wit's End.
