Posted a Comment: Apr 26th, 2012 "Rylai + Hextech is no no cuz you won't deal enough DMG, simple as that. As Isaid 9/21/0 is viable and it is purely preferance. And as I again said Blues and Seals too are optional... Heal / Ignite? No idea, I find Flash much more useful in a long run."
