I don't think that would be a remotely positive impact on LoL. Considering that Riot makes champs SO people can own them...Offering people to "buy back" DIGITAL property would be a moronic move for Riot.

Fizz is a strong counter to Vlad though because of the grievous wounds+ %health DoT he can apply.

"She's an oddball counter pick to some tops/mids. But overall her mana costs are too high and her utility is only beneficial with large amounts of AP. Unlike Alistar/Sona/Soraka/Janna who, without large amounts of AP/mana can do their jobs effectively. "

IP is best reserved for additional things like, buying a champion/rune page/runes
RP is best reserved for buying champions/skins/boosts.
