"Your previous attack doesn't effect your next attacks chance of landing a slow proc. Sure, you will usually land it 25% of the time, but if you miss a proc, your next attack still just has a 25% chance. You could land the slow proc 3 hits in a row, or hit 10 times and not land it."

Actually dodge runes weren't deleted, they refunded everyone's IP for them. You can still buy them back, and when they are permanently removed, you'll get them refunded again."
