This scare-effect won't work as well with lower damage and higher attack speed. A well played Ashe(Good farm, a few kills at least) can make even the enemy tank turn ar"

Think about it. 20 seconds with 100 % lifesteal. No matter who AD Sion faces, if you expect him capable of getting hits in all the time, you simply can't kill"
