"To be honest you can go Divine Sunderer and Muramana with any rune available there but the best are definitely Electrocute and Conqueror, they just work perfectly.
About builds, these are the best runes for each one of them:
- Tank - Any rune set with Relentless Hunter

"Your right but you have items like Dead man's Plate, Turbo Chemtank and even Stridebreaker that helps with gap closing. There shouldn't be that big of a deal with mobility then. At least I didn't have a problem this way."

"I feel like Sett should be A tier, he has great laning phase where he can adapt to the enemy with his runes and items and snowball. The most important is that even if he goes behind (meaning he lost lane) he can still put a lot of pressure on a map with his kit. Overall great tier list!"
