I dont understand the Rilay core; rilay give CC but not a huge one because of the AE reduction on Q & R. Slow on E can help to proc the mark, b"

I agree your summoner spell Choice : in team Q TP can be an easy sidelane gank.
But i take ignite in solo Q to get a better trade on my lane
