I am a new player since the new runes meta and i main Xin zhao mostly based on your guide (thanks for your hard work by the way, this is a really complete guide that helped me a lot)
I am not on the PBE but i saw that "Xin Zhao Determination (Passive) bonus damage lowered from 20/40/60"
