"I just hopped into a game to test this, because nothing beats testing. I was playing Kayle with The Black Cleaver against a Garen with 213 armor. After five hits, Garen had 144 armor. (213-45)*.85 = 142.8, while (213*.85)-45 = 136.05. Therefore, flat is applied first."
