"Yes and no. Think about it, it's a team game, would you prefer helping out the team or helping yourself? Sure, this is fine for something like a custom game or soloqueue normals, but if someone tried Leona Jungle in ranked, I would immediately take that as him/her refusing to cooperate with the team"

"Doesn't matter. The reason I listed those champions is because although their ganks are not as good, they are pretty close AND have pretty much everything else a jungler requires. Just because Leona can gank well doesn't mean she's a good jungler. If you want to gank, just lane and roam."
