"I find Lifesteal extremely useless on Garen. For offensive items, I prefer taking Infinity edge and Atma's Impaler because Judgment and Decisive strike can critically strike. I would take both these items over Blood Thirster and Ravenous Hydra. Tell me what you think."

You have no defensive item on an adc, I suggest replacing Phantom dancer with a G"
