"I would say, strength of spirirt is a big waste as you don't get much mana and this way recovery would be more usefull. Else a nice build."

"With all those changes lately, I would say, back to the basics with infinity edge first, frozen mallet and atma's impaler for armor. Other items are mercury's treads, the black cleaver and phantom dancer."

"I would say lich bane makes more use than nashor's tooth out of your AP, as it procs nicely on your decisive strike. You also gain bonus MS and we all know garen loves MS.
So, for a full AP build, go:
sorcerer's shoes, rylai's crystal scepter, liandry's torment, v"

"I didn't try out rammus jungle as AP yet, because Rammus jungle doesn't get enough gold to really get that items going. Only at top lane you can get enough gold for that (or mid, but rammus is rather meh against ranged). I also got a video for you:
