"I don't know what was intended but his damage is rather low but for that he has absurd amounts of cc. This says to me "Tank"."

"Hmm, seems to be by now that gragas is best as support or jungle. He has good poke, great cc and can build tanky while still dealing a good amount of damage. Mana problems can be fixed by Athene's Unholy Grail, which also grants AP, MR and huge CDR, so perfect for him."
