"Actually, if singed has catalyst the protector and his insanity potion on, he is already unkillable for a 1vs1 or 1vs2. A great singed will use his ulti to harass you out of the lane. And many opponents can't deal with that.
You could compare his ulti as an OP-Version to dr. mun"

"If you find singed, you are already dead.^^ You didn't watch your HP and you are beyond 300, then you want to run but he freezes you and flings you to death."

"Yeah, that needs to be buffed.^^ Riot compares mana regen to hp regen again. It should be at least 20 HP5 and 300 HP.
The Mana regen on blue will also need an increase to 10 MP5."

"Not at top? I mean, with the yellow upgrade and rylai's, he would have great poking power. Also he can use RoA very well. He then turns into something like vladimir with the build of singed."

Viktor, how to play him? Off-tank, AP-carry, Support
How you would play Viktor? Because of his core, he has 3 ways to build himself.
To note:
Yellow:
+3 ability power per level, +220 health and +6 health regen per 5 seconds....
