"Wrong, Xin Zhao's and Rek'sai's Abilities are On-Attack effects, not On-Hit effects, so they do not proc twice. This is also why xin zhao's heal works against turrets.
Like I said, if anything turns out OP, Riot will turn On-Hit effects to On-Attack effects, like Master Yi Passive, Sh"

"Actually, mejai's soulstealer is currently an item to come back if you are behind, not be ahead and stomp everyone. If you are stomping people, go for the defensive options like zhonya's hourglass.

"Actually, you can't stack the new devourer pre you get it, so earlygame with someone like Xin you can gank and then farm. Dragon Control can give you 5 stacks, so playing with your team is important.
It has its uses even while not evolved, Wriggle's pre evolving wasn't usefull at all.
