"I agree with most of what you said but morgana and talon, I think that they're both fine atm.
In lane, the black shield often gets popped by one or two spells and it has a pretty big cooldown. Maybe just nerf the duration of it?

Yes. I'm far from being a solid toplaner but from what I've seen, this is the common rush AP item for every AP mid/top champion. The stats it gives for 2200 gold are amazing plus its passive could've helped you against Chojira"
