"Scaling MR is very important for lategame. You will be in the frontlane and you will eat spells from the casters/supports.
CDR Runes won't do anything if you already have 40%, that is simply what my build covers.
The Vampiric Scepter is mentioned in The Bloodthirster section."

"I agree, it is very good to use Wind Slash last, but some enemies will flash out of it or juke it. If you combo it between ur 2nd and 3rd Broken wings the enemy won't expect it and you have lower casttimes."

You are going very aggressive and it might work in Soloq, but I guess it is nothing for higher elo/5v5 rankeds.
By the way: If you look to farm up in jungle, as you usually do as Shyvana try Wriggle's Lantern. It is very cost "
