"Phantoml0rd is actually a decent Karthus/Ziggs/Syndra player, but he needs champions like Zed/Ahri (mere example) in his repretoir.
However, I belive there are some other fairly decent options, especially from challenger teams that just failed the LCS promotion."

the passive is just what it says. the standard vision range is 1200, so whenever you use an ability, you'd have oracle vision within that range. the exception is when she triggers her ultimate. she'll then get 1500 range of oracle's.
