just made some calculations and it's not off base
250 base
55 lvl 1 bonus
101.25 runes flat
10.53 runes / lvl
+ 15.25 mastery(5% of base) = 432 mana
+ 20.84 mastery(5% of max) = 437 mana ... and I start with 437 MANA in game.
