"I would definitely take 21/9/0 for the increased damage and survivability in lane. Utility doesn't seem to offer enough, as you would be almost forced into those 9 points in offense, missing defensive stats and TONS OF DAMAGE."

"You certainly don't want it before tier 2 boots and building Gp5 in top lane has fallen out of favor due to the importance of getting tankier stats and/or damage items. Other then that it's usually a good idea to get it quickly as it takes a while to get stacks on it."
