"Yes, the added AP, MP5, CDR, and MR kind of outweigh the need for the boots.
Also, once you have that scepter, keeping up with people is less of an issue (And with less wait time for Bandage Toss, you can catch up with escaping Champs easier)
The small loss of movement speed is VERY much made "
