"That's a very good question. The quick answer is that 20% CDR by your fourth item is enough. Once you learn how to use his passive you won't need massive CDR.
The long answer: I used to rush to 45% CDR on Taric all the time because I had the same mindset. My build path was something like 1-Fa"
