She's OP. Flat out OP.
Her shield makes her completely safe against both ganks AND any damage from the enemy AP carry.
She can free farm all day long and sustain good with her pas"

Too much offense for your standard champion, but with that shield it might work. I'll have to see it in game to be sure.
Melee champions usually need 2-3 defensive items to be able to do their job."

"Singed is a little on the OP side, but he's also a niche champion.
I think a nerf to his stats per level and maybe a small buff to his base stats would make him more balanced."
