"Well, he is viable pick against few top champs, need to build only tank/utility stuff as Q does not scale of anything if you need to tank it all. If you are able to farm Q and do not let your top enemy to roam you are doing your job.
You can always mix some AP later too as there is nothing scaling "

But as mentioned, semi- and good ADs can be carried by you.
Other thing is - you cant play your best other role 24x7, with asking for support you will have it 95%."

Regarding irelia for example, I would not pick him against her, but his W should lower her attack enough to trade with her a little, E out and finish her with skillshots.
