"Duo Queue is an easy way of getting out of low elo :P
Esp if you both do a kill lane bot, like support alistar, leona, blitzcrank, etc because you can get INSANELY fed as a lot of low elo players can't handle that.

40 kills are enough to give ANYONE full build.
Play a custom game with all bots, get to 40 kills. I can guarantee full, or close to full build.
The reason you aren't reaching full build is probably because you aren't CSing enough, which again brings me to the point about the pe"
