"That's probably because poppy can dodge Cass' Qs with a speed boost or heroic charge and therefore avoiding twin fang in trades.
Also, devastating blow is near impossible to trade with >_<"

needlessly large rod is 80 AP for 1600 gold, which is 24 extra damage.
Just getting the Augment is more cost efficient lets you do more damage than needlessly large rod, for about h"

"According to the LoL forums, she was never OP for some mid game reasons I forgot. I think it was because she sucked a bit in teamfights and had no reliable hard CC.
Least worth buying would be an easy-mode champion imo because they're too easy. Champions like blitzcrank."
