"Honestly, it really depends on the champion. the Rylai's + Liandry's combo is decent on AP bruisers with high AP ratios...I wouldn't generally build it on an average AP carry though."

"it won't proc the full 10% on the first skill used, but it will on any skills used after...
generally I'd proc the slow with AoE and then use single target skills to get the full 10% damage on the target."
