"usually what I do is scale it down and then put a sharpen filter (filters > enhance > sharpen) on it.

and to get that level of brightness I set the layer to screen at 60% opacity with a black layer on overlay to balance it out a bit.
if you want it brighter just set the opacity higher on the light layer"

"I usually only use a yellow filter when the image itself appears to be outside during the day.
otherwise I pick the color based on the lighting of the image itself. (a light blue-grey for night-time, for example).
Or you can use a white layer, which will work for any image.
