Posted a Comment: "You'll find you haven't even stacked tear most the time if you're building Archangel's Staff first. As of this patch RoA will always be worth it - the item feels made for Ryze with the mana scaling too. Below Platinum you could build whatever as long as you've got the Seraph in there. Hope this help"
